Democracy, in the form of international law, formed the next tenet of Wilson’s Liberal Internationalism. A world-wide democratic institution that the nations of the world could join freely and, in doing so, agree to follow rules of their communal making would, by example, support democratic institutions and movements in all nations. Finally, Wilson directly promoted the free and unrestricted trade of goods, services, and all commerce between nations. To this end, Wilson brought the United States into the creation of the World Bank and the International Monetary Fund. This dependency was used to keep nations “in line” with America’s goals, and to stabilize themselves in their relations with other nations. Where world democracy and disarmament met with mixed but very limited success, it was free trade, the strongest leg of Wilson’s foreign policy, that truly did spread world-wide. Wilson’s creation of economic dependencies throughout the world on the IMF arguably created the third world nations that can never get themselves out of the debt they owe to the Fund and the World Bank, but it secured a form of commerce which has proved enormously profitable not just to the U.S. but to the world.
